"Wo" is used to describe a certain location.

"Wohin" is more of a "where to?" So you use it if you ask where someone is going/driving.

"Wo lebst du?" = Where do you live. / "Wo ist die Gabel?" = Where is the fork?

"Wohin gehst du?" = Where are you going.
